Canada is planning to invest at least C$2 billion to accelerate the production and processing of critical minerals, including nickel, lithium, cobalt, and magnesium – needed for the electric vehicle (EV) supply chain.
Prime Minister Justin Trudeau’s government is due to release its budget on Thursday.
Just last month Canada announced financial support for the building two facilities that will make battery materials for EV, and one battery Gigafactory, but no agreements have been announced yet for mineral extraction or refining.
“There are some particular projects that we are looking at and working on at the present time,” Natural Resources Minister Jonathan Wilkinson told Reuters.
All the potential projects, “whether they’re extraction or processing, need to be accelerated significantly, and that’s what the critical mineral strategy will be about,” he said.
Since opening new mines can have a long lead time, Wilkinson said some of the projects being considered involve tailings from existing mines from which critical minerals could be extracted.
“We’re looking at brines and oil sands, tailings ponds, and all of those things,” he said.
This comes just weeks after Australia’s PM Scott Morrison announced a $1.3 billion Modern Manufacturing Initiative to “supercharge” our critical minerals sector.
Plus, the Federal budget also included a $2 billion critical minerals fund and $200 million critical minerals accelerator strategy.
GM, Ford and Stellantis plan to make EVs in Canada
Canada has a multi-billion-dollar fund set up to invest in green technologies and is trying to woo companies involved in all levels of the EV supply chain to safeguard the future of its manufacturing heartland in Ontario as the world seeks to cut carbon emissions.
Ontario is geographically close to US-based automakers in Michigan and Ohio, and General Motors (NYSE:GM), Ford Motors (NYSE:F) and Stellantis (NYSE:STLA) have all announced plans to make electric vehicles at factories in the province.
Notably, GM Canada president and MD Scott Bell said last month that Canada’s abundance of nickel and other raw materials would be used to make cathode active material in the province.

All up a good week for battery metals stocks on the ASX, 186 went up, 20 went down, and 14 didn’t move.

GOLDEN DEEPS (ASX:GED)
Leading the winners was GED, which pulled up an impressive ~53.5m grading 3.6% copper equivalent from surface (1.15% copper, 0.62% vanadium, 3.49% lead, 4.57g/t silver) at the historical ‘Nosib’ prospect in Namibia.
This includes a high grade 11.74m at 8.5% copper eq from 2m (this was a vertical drillhole, so not true width).
The shallow, high-grade, copper-vanadium-lead-silver mineralised zone at Nosib has now been tested over a 100m strike length and continues from surface to ~50m vertical depth.
It remains ‘open’ (i.e. GED has not found the edges yet) to the northeast and southwest at surface.
This latest drilling paves the way for a maiden resource and open pit planning studies, GED says.
“The high-grade zone, from surface, has an ideal geometry for open-pit mining and the project will now be fast-tracked with a maiden resource estimate, open-pit optimisation, and metallurgical testing to be carried out prior to initial development and processing studies,” CEO Jon Dugdale says.
“The concept here is to combine the outcomes of the test work on Nosib with the Abenab high-grade vanadium project studies to produce an integrated mining and processing plan for near-term production of high-value vanadium, copper, lead and zinc products to feed the ever-increasing demand for these metals for renewable energy battery industries.”
The nearby ‘Abenab’ vanadium project in Namibia was the highest-grade deposit of vanadate ore in the world from 1921 to 1947.
This ore type is different – and better, Golden Deeps says — to all other primary vanadium projects.
It is simpler to beneficiate and concentrates to a very high level for further processing either on-site or by other offtakers.
$20m market cap GED is up 80% year-to-date. It had $2.2m in the bank at the end of December.
LATIN RESOURCES (ASX:LRS)
The lithium explorer’s largest shareholder, Jose Luis Manzano, has exercised ~100m in options worth just over $1.2m.
$1,202,400 divided by 100,200,000 shares = 1.2c per share, a huge discount to the current share price of 12c.
Well done to Manzano, who now has a 13.4% interest in LRS.
“The options have been exercised several months ahead of their maturity in December 2022, demonstrating the strong support from Mr Manzano for our very significant recent discovery of lithium spodumene at the Salinas Lithium Project in the Minas Gerais mining province of Brazil,” LRS says.
Manzano is founder of Integra Capital, JV partner at LRS’ ‘Catamarca’ lithium project in Argentina.
Integra is an investment company that has a diversified portfolio covering more than 10 countries.
Founded in 1995, Integra has developed projects and ventures with private institutions and investors valued at more than $16.5 billion, LRS says.
It is also one of Argentina’s largest lithium explorers and holds over 400,000 hectares of lithium brines projects in Jujuy and Catamarca provinces.
The $177m market cap stock is up 316% year-to-date.
RIVERSGOLD (ASX:RGL)
This company is up ~80% since identifying another high-grade lithium prospect at its ‘Tambourah’ project near WCN last week.
RGL now has two prospects to play with; the existing ‘Ragdoll’ occurrence and newly identified ‘Bengal’ prospect.
Both appear to have multiple pegmatite intrusives associated with lithium mineralisation, RGL says.
“Our field crew will be assessing the Bengal prospect this week and will continue to work through the prospective 26km long mineralised corridor,” CEO Julian Ford said.
“We look forward to providing further updates from our field reconnaissance and evaluation of previous exploration across the Project as we work through the substantial body of historical data.”
A bunch of lithium acquisitions has seen this $41m market cap stock gain an incredible 840% in 2022.
It had $469,000 in the bank at the end of Dec, and recently announced a ~$1m cap raise.
