Victory wins big with US SAM.gov approval for North Stanmore

Special Report: Victory Metals has gained access to the halls of US military power in the Pentagon, gaining the right to engage directly with the US Government and Department of Defense.
Having previously announced a letter of intent for up to US$190 million of funding from the US Export-Import Bank, Victory Metals (ASX:VTM) has now secured System of Award Management, or SAM.gov, approval.
That’s a critical prerequisite for engaging with the DoD and EXIM, enabling VTM to participate in US Federal grant and strategic materials programs.
The approval confirms Victory has passed rigorous and scrutinised vetting by multiple US government departments including the Defense Logistics Agency, validating its eligibility to participate in strategic procurement, funding and partnership programs under US federal oversight.
It places the company’s North Stanmore project in WA’s Midwest region on a strong platform, enhancing its credibility for offtake and downstream discussions.
Rich in the heavy rare earths cut off from the US by Chinese export controls, Victory is continuing strategic opportunities from US, Japan and Europe.
“Being approved to engage directly with the US Government, particularly the Department of Defence, is a significant outcome for Victory. It is the result of a highly scrutinised process that confirms our legitimacy, compliance and strategic alignment with allied supply chain priorities,” VTM CEO and executive director Brendan Clark said.
“This validation opens the door to long-term partnerships with the world’s most powerful institutions. It positions Victory as a credible, secure and ready supplier of the rare earths and critical minerals that underpin defence, energy and future technologies.”
Heavy hitter
Victory claims North Stanmore as one of the world’s largest clay-hosted heavy rare earth discoveries, with uniquely low radioactive elements and high concentrations of the key magnet metals dysprosium and terbium.
These are significant since China controls close to the entirety of the supply chain for the high value metals, critical to EVs, aviation, aerospace, defence and renewable energy.
“The deposit is uniquely low in radioactive elements and hosts high concentrations of heavy rare earths dysprosium and terbium along with strategic by-products scandium, hafnium and gallium all considered essential to US national security.” Clark said.
“The company will now accelerate US engagement, including further discussions with the DoD, EXIM and downstream partners.”.
The project, already identified as a potential supply source of rare earths for Fortune 500 company Sumitomo via a non-binding MoU.
