High Voltage: Protesters hit the streets over Rio’s planned Serbian lithium mine

- Serbian government reinstated Rio’s licence to develop the Jadar mine
- Project would extract 58,000tpa lithium hydroxide
- Decision has sparked protests in Belgrade over environmental concerns
Our High Voltage column wraps all the news driving ASX stocks with exposure to lithium, cobalt, graphite, nickel, rare earths, and vanadium.
It looks like history is repeating itself in Serbia as protesters take to the streets to condemn the Government’s approval of Rio Tinto’s (ASX:RIO) Jadar lithium project.
Back in 2022, the company’s plans for the project – which it proclaimed to be the largest prospective lithium mine in Europe – were apparently sunk after mass protests prompted a pre-election Serbian Government to cancel its project permit.
Rio always maintained it still planned to deliver the project despite pitched opposition from local environmental campaigners, planning to extract 58,000tpa of lithium hydroxide as well as boric acid by processing a mineral contained at the site called jadarite.
But opposition kicked up a notch over the weekend, after the government reinstated Rio’s license to develop the mine last month, as long as it met guarantees to maintain environment standards.
Now Reuters has reported tens of thousands of protesters gathered in central Belgrade, demanding a halt to the project over fears it could pollute nearby land and water.

Government officials said the protests were politically motivated and designed to bring down President Aleksandar Vucic and his government.
If implemented, the $2.4 billion project could cover 90% of Europe’s current lithium needs and make Rio one of the world’s leading lithium producers.
Government officials say the lithium mine would boost Serbia’s economy, but environmentalists say the price for it would be too high.

Weekly Small Cap Standouts
The emerging lithium-ion battery recycler has started trading on the Frankfurt stock exchange, with the dual-listing undertaken to support the company’s strategy to broaden its investor base outside Australia.
“Sustainably sourced battery raw materials are vital for Europe’s resilience and strategic autonomy, and we believe our growing suite of battery recycling technologies will help ‘close the loop’,” executive director and CEO Europe Michael O’Leary-Collins said.
“This includes a licence to commercialise patented technology by ACN 630 589 507 Pty Ltd, co-owned by Neometals (ASX:NMT) and SMS Group GmbH, that has been adopted by Mercedes Benz for its recycling needs.
“European industry players are looking for recycled ESG-friendly critical raw materials at scale for which there are presently few solutions.
“We are pleased to have DGWA as a partner on our journey to provide these high-value battery materials for lithium-ion battery production supply chains in Europe.”
The company and its giant Salinas lithium project in Brazil is set to be acquired by mining giant Pilbara Minerals (ASX:PLS) , in a deal worth around $580 million.
Pilbara is offering the equivalent of ~$0.20 a share, to be delivered as 0.07 PLS shares, a premium of 57% on the LRS 10-day VWAP.
“I am extremely excited and proud that our achievements in Brazil have attracted such a high quality company in Pilbara Minerals to Salinas,” LRS managing director Chris Gale said.
“I have spent time at Pilbara Minerals’ Pilgangoora mine, met with the Pilbara Minerals team and I’m in no doubt that Pilbara Minerals’ expertise’ in lithium mining will be an enormous benefit not only to Latin Resources and its 100%-owned Brazilian subsidiary, Belo Lithium, but to Brazil itself.
“Brazil’s Lithium Valley will now well and truly be on the world’s global lithium map as one of the best lithium mining jurisdictions in the world.”
Gale said the scheme provides Latin Resources shareholders with an exciting opportunity to become shareholders in the world’s largest pure play hard rock lithium producer, diversified across Tier 1 projects in Australia and Brazil.
“In addition to delivering an attractive premium, this transaction allows Latin Resources shareholders to retain ongoing, but significantly de-risked, exposure to the development of Salinas as part of a larger, more diversified enterprise with a strong balance sheet, cashflow generation and technical expertise, all of which will support the successful development and operation of Salinas,” he said.
Field work at the company’s KT East lithium prospect – part of the broader RK project in Thailand – has increased the anomalous zone by 2.8x to 2.1km long and 1km wide.
This comes after rock chip sampling last month which defined the prospective zone over a strike length of ~2.4km and a width of at least 2.4km.
The results of soil sampling combined with the previous rock chip sampling program indicates the pegmatite field occurs over a strike length of approximately 2.1km and a width of approximately 1km, increasing the zone by 2.8x on that previously reported.
The large coherent Main Zone is approximately 2.0km long and up to 500m wide and contains numerous zones of lepidolite pegmatites.
The pegmatite dyke swarm remains open in several areas where additional sampling is planned, with many individual dykes 7-10m wide and up to 20m wide.
Notably, the pegmatites are stacked and dip moderately, suggesting KT East is likely amenable to open pit mining with potentially low strip ratios, the company says.
The company also announced an option agreement to acquire full ownership of the Rosario copper project in Chile.
Lightning has signed an option agreement to acquire the Esperança project, 5kms from its recently acquired Caraíbas and Sidrônio lithium projects in Minas Gerais, Brazil.
The move comes after managing director Alex Biggs visited the Caraíbas and Sidrônio projects and had a squiz at the Esperança project area.
“The location of the Esperança project in highly prospective geology of the Salinas formation adds to the potential of our land package which we are now beginning a focused exploration campaign on,” managing director Alex Biggs said.
“The ability to complete low-cost option deals such as this presents significant opportunity to the company as it allows us to minimise our downside and maximise the upside potential by having multiple targets and projects.
“As we begin to evolve our business and works in Brazil we look forward to the potential that lies ahead for the Company supported by our presence in Lithium Valley, one of the most prolific lithium regions globally”.
LM1 shares surged higher yesterday after PLS announced its takeover of nearby Latin.
At Stockhead we tell it like it is. While Latin Resources and Pan Asia Metals are Stockhead advertisers, they did not sponsor this article.
